Endorsements and Approvals

The department offers three (3) endorsements/approvals:
Admission requires ICTBS passing scores and Initial teaching license.
ESL and Bilingual Education Approvals
The department offers Illinois Licensed Teachers the option of acquiring stand-alone English as Second Language and/or Bilingual Education Approvals. The two options are explained below.
Bilingual Education Endorsement/Approval
Teachers in approved bilingual education programs may possess either a Transitional Bilingual Certificate or a valid Illinois teaching certificate and a statement of approval issued by the State Board of Education. Since the bilingual certificate is valid for only six years and may only be renewed for a single two-year period, it is anticipated that current holders will seek to qualify for approval as a bilingual teacher or teacher of English as a Second Language. Approvals will only be issued to applicants who already possess a regular teaching certificate and will be limited to the grade levels or subjects for which the teaching certificate is valid.
Approval as a bilingual teacher may be obtain by first submitting an application through the office of a regional superintendent of schools on ISBE Form 73-49, "Request for Approval as a Bilingual or ESL Teacher." The requirements for obtaining this approval are as follows:

Individuals who obtain an ESL approval may teach in the capacity only at the grade level for which their regular certificate is valid. |
Early Childhood Special Education Letter of Approval
The department offers a Letter of Approval in Early Childhood Special Education. An Early Childhood Special Education letter of approval can only be issued to a teacher holding an Illinois License in Teaching with an Early Childhood Endorsement or Learning Behavior Specialist I (LBS I) Endorsement (Pre K- Age 21).
Early Childhood Special Education (ECSE) Approval
This approval allows individuals to teach Early Childhood Special Education for children up to the age of six (6). The course of study must address the range of development (birth through age 5) and focus on meeting the needs of children with special needs and their families in the home, school, and community. This approval does not expire.
